Homer Carter, Jr. Obituary

Homer F. Carter Jr. was born on November 19, 1946, in Uniontown, Pennsylvania, to the late Homer F. Carter, Sr. and Margaretta Powell Carter. He departed this life on Sunday, April 12, 2026, at Forbes Regional Hospital in Monroeville, at the age of 79.

Homer graduated from North Union High School in Uniontown, Pennsylvania, in 1964, and shortly after, he enlisted in the U.S. Navy, serving from 1964 to 1968, where he travelled, formed lifelong memories, and faithfully served his country. His final assignment was aboard the USS William C. Law. He then continued his service with the Navy Reserves until 1970.

After his service, he pursued higher education, earning a degree in Electrical Engineering and went on to build a successful business, H. F. Carter Inc. Homer also earned a bachelor's degree in International Economics and Labor Law from Point Park University in 1992.

He held significant leadership roles throughout his career and life. He was appointed to the panel of Arbitrators for the American Arbitration Association. He held the role of Assistant Director of Rail Operations at Port Authority of Allegheny County, then Director of Rail Operations at Metro St. Louis, and later Chief Operating Officer of Hampton Roads Transit in Norfolk, Va. He also served on numerous boards, including the Habitat for Humanity of Southampton Roads and the 200+ Men Foundation in Hampton Roads, where he was also Vice President. Upon retirement, Homer started a consulting firm, H. Carter & Associates.

Beyond his professional achievements, Homer was a devoted mentor, especially to African American youth, and a pillar of his church community at Rodman Street Missionary Baptist Church, where he was involved in several ministries. He was a member and integral part of the Veterans of Foreign Wars (VFW) Curry-Dyson Post 3514 in Uniontown, Pa. He was also President and founder of the Dorie Miller Gun and Rifle Association and Board Chair of Mon Valley Circles, Inc., reflecting his lifelong dedication to service and leadership.

He is survived by his beloved wife, Lazetter, whom he married in 1993, his four children, Homer F. Carter III, Dawn C. Carter Mullen (Derrick), Montel D. Pettway, and Jennifer C. Miles (Damien). He was a loving grandfather to 11 grandchildren and 5 great-grandchildren. He leaves to mourn, sisters Veronica Robinson and Anita Hagins (Bruce) and one aunt, Sandra McMillan. He also leaves behind a host of nieces, nephews, and other family members. his legacy of service, wisdom, and compassion will be forever cherished and remembered by his family, friends, and the many lives he touched.
