Born on January 6, 1957, to Ruby Lee Washington and Flecher Hampt Dillard. She was always on the go with whomever, wherever, whenever. Neicey was a fun, loving, energetic, supportive, protective, resourceful, and nurturing being. Neicey attended Pittsburgh Public Schools and graduated from Westinghouse High School. She was considered a social butterfly. Neicey was the type of person to turn a five-minute walk into a 45-minute social hour. She is the true definition of love. Giver of compassion, keeper of understanding, master of comfort, wisdom, and guidance, the queen mother of jokes and all things fun, THE LIFE OF THE PARTY! She’s the light at the end of the tunnel, a breath of fresh air, and hands down “Simply The Best” part of everyone’s day. If you didn’t have it, you better believe she would find a way for you to obtain it. She didn’t have much but always gave the world at no cost. She is a mother to far more children than her own. A sister to many and a friend to anyone who needed one. On December 19, 2023, Neicey took her final ride to join her mother Ruby, Father Fletcher, Son Robert, Sisters, and sister-friend Gloria, Sabrina, and Terry Artist and Longtime partner Terry Cooper. Therefore, leaving behind her siblings William, Dwayne, Veron, Pamela, Rosharon, and bonus sister Ping, Her children, Tamara Venise, Walter Louis, Tertius Hampt, Sylvia Tiara, Keith, Kandace Marie, Toya Nicole, Justin Tyrone, and Sade Isis. Grandchildren Jaila, Samone, Jamir, Lillian, Raymont, Amyiah, Janiyah, Robert, Kameren, Izzarah, Karmen, R.J, Kamera, Azaria, Naomi. Her great-grandchildren Lamont, Callie, Myare, Eiyon, and A’Riya. In addition to an extensive host of bonus children and grandchildren.
